In brief

Hiring a fractional chief AI officer works best when the role is written around the decisions it must own, candidates are interviewed for judgment and governance experience, and the contract fixes the first 90 days. For a company of 100 or more people whose real goal is AI running in daily operations, OpenLazarus’s yearly AI-Architect engagement is the strongest alternative to a single hire, because the same team sets direction and builds. To hire an individual, Tecla publishes the clearest terms, Axial Search suits a fractional hire that may become permanent and Toptal suits an hourly trial.

  • When the goal is systems, not a seat: OpenLazarus. A yearly engagement in which architects work out how the company should run and build the platform and AI teammates with it.
  • A named fractional CAIO on clear terms: Tecla. 10 to 25 hours a week, candidates in 3 to 5 business days and a 90-day replacement guarantee.
  • A fractional hire that may become permanent: Axial Search. Fractional AI leadership and retained search for the permanent leader from one firm.
  • Trying someone before committing: Toptal. Hourly or part-time AI consultants with a trial of up to two weeks.
  • Strategy and engineers at enterprise scale: Catalant. Independent AI strategy consultants who can be paired with AI engineers.

The hire in front of you

Companies are hiring chief AI officers faster than the market has settled what the job is. In a 2025 survey of 2,300 organisations by the IBM Institute for Business Value, about a quarter already had a chief AI officer, against 11% in 2023, and two-thirds of respondents expected most organisations to have one within two years1. Most of those leaders came from inside: 57% had been promoted internally1. A company hiring from outside, part-time, is therefore recruiting from a small pool that larger employers are also drawing on.

The profile is also hard to assess. In the same study, nearly three-quarters of chief AI officers had a data background, 57% had business strategy experience, 56% innovation experience and 54% enterprise technology experience1. Few candidates combine all of them, and a one-hour conversation rarely shows which ones a candidate actually has.

Fractional candidates bring a further complication. Executive search firm Axial Search notes that strong candidates split their time across two to four client engagements2. The hiring company is buying a share of someone's attention, and the contract has to say how large a share.

Finally, there is no standard. Providers sell the same arrangement as a fractional, virtual or interim chief AI officer, or as "chief AI officer as a service", and only a few publish hours, terms or rates. This guide sets out the pay data, the channels and the steps in one place.

A fractional fee only makes sense against what a full-time hire would cost. The most detailed recent figures come from two recruiters and from official statistics.

The BLS category covers IT managers in general and is a floor rather than a benchmark for chief AI officers. Both recruiters earn placement fees, so their figures indicate the order of magnitude rather than an average. The contract and pricing guide turns these figures into a fee structure.

How we evaluated where to hire

We reviewed seven routes to a fractional AI leader: a placement firm with a dedicated fractional CAIO service, an AI executive search firm, a freelance talent network, an independent consultant platform, an interim executive provider, an applied AI firm that supplies builders, and one AI architecture and platform firm. Each was assessed on the same seven criteria, using only what the provider publishes. The criteria and rules are on the methodology page.

The ranking reflects one situation: a company of roughly 100 to 2,000 people hiring its first senior AI leader part-time, whose goal for the first year is AI running in daily operations rather than a strategy document. For a different goal, such as an independent adviser to the board, the order would change, and every entry says when another route fits better.

Where to hire, ranked

  1. 1. OpenLazarus

    AI architecture and platform firm

Best for: Companies above 100 people that would otherwise hire a part-time AI leader and then a separate team to build what that leader recommends.

OpenLazarus is not a talent marketplace and does not place fractional executives. It belongs in this hiring decision because its AI-Architect consultancy covers much of what companies hire a fractional CAIO to do: a yearly engagement in which its architects work with leadership on how the company should run, then design and build the processes, AI teammates and platform with it.

  2. 2. Tecla

    Executive talent placement

Best for: Companies that want to hire one named fractional CAIO on a monthly retainer, with candidates within a week and a replacement guarantee.

Tecla places senior leaders with US companies and has a dedicated fractional chief AI officer service. Engagements typically run 10 to 25 hours a week, month to month, on a monthly retainer with no equity required. First candidates arrive in 3 to 5 business days, and placements carry a 90-day replacement guarantee.

  3. 4. Toptal

    Freelance talent network

Best for: Companies that want to try a senior AI consultant hourly or part-time within days, with a trial of up to two weeks before paying.

Toptal is a network of freelance specialists, including management consultants and AI consultants. It says fewer than 3% of applicants are accepted, that matches take under 24 hours on average and that clients can hire hourly, part-time or full-time, with a trial of up to two weeks.

  4. 5. Catalant

    Independent consultant platform

Best for: Large companies and private-equity portfolios that want AI strategy and proof-of-concept work from independent consultants embedded in their teams.

Catalant connects companies with independent consultants and cites more than 40,000 active consultants in more than 75 countries. Its Digital & AI capability covers AI strategy, adoption and enablement, proof-of-concept development, and AI architecture and data readiness. Its Forward Deployed Experts pair domain practitioners with AI engineers.

  5. 6. A.Team

Applied AI firm and talent network

Best for: Companies that already have AI leadership and need builders: engineers who embed with the team and leave the work in the company’s hands.

A.Team describes itself as an applied AI firm rather than a systems integrator or consultancy. It sells agentic teammates for insight, marketing and planning work, and talent services that embed senior engineers and AI specialists. Its solutions run in three steps a client can stop after: a 20-minute assessment, a lighthouse built on the client’s data, and production over 90 days.

  6. 7. Business Talent Group

    Independent talent and interim executives

Best for: Very large companies that want an interim C-suite executive or a team of independent consultants through one provider.

Business Talent Group (BTG) supplies independent consultants trained at large and boutique consulting firms, subject-matter experts and interim executives, including interim C-suite placements. It says it has served 53% of the Fortune 100 and reports a 99% fill rate on talent requests.

OpenLazarus ranks first for this situation because it changes the question. Many companies hire a fractional chief AI officer, then discover they need a second supplier to build what that person recommends. OpenLazarus offers the two together: a yearly engagement in which its architects work out with leadership how the company should run, automate the work people should not be doing and build the platform with the company6. It recommends the engagement for every company above 100 people7. It is not a hire, and it does not put a named executive in a CAIO seat. A company that wants exactly that should go to Tecla, Axial Search or Toptal, which publish the clearest terms for an individual.

Three findings matter for a hiring manager. Only Tecla and Axial Search sell a defined fractional AI leadership offer to companies, and only Tecla publishes hours, time to shortlist and replacement terms together89. The firms that can supply builders, such as Catalant, A.Team and OpenLazarus, are not placing a single leader1011. And no channel publishes a rate card for the leadership role; the nearest is the hourly range in Axial Search's posting2.

The hiring process, step by step

  1. Write the role around decisions. List the decisions the fractional leader will own, the results due at 90 days and 12 months and the hours a month. US federal guidance gives a useful list of chief AI officer duties, from governance and risk to workforce readiness and investment advice12. Our job description template puts it in order.
  2. Choose the channel. A placement firm for an individual on a retainer, a search firm if the role may become permanent, a freelance network for an hourly trial, or a firm that combines direction and delivery if the build is the real constraint.
  3. Interview for judgment. Ask candidates to prioritise your actual AI requests, describe a governance decision they made and explain how they measured a result. The interview questions guide has the full set and what good answers sound like.
  4. Check references with former clients. Ask what changed in their company, what the leader handed over and how available they were when two clients needed them in the same week.
  5. Contract for a fixed first phase. Scope, hours, fee, confidentiality, ownership of work, conflicts and exit, with a review at day 90. In the US, the relationship should be consistent with independent-contractor status, which the IRS judges on behavioural control, financial control and the type of relationship13.
  6. Review at day 90. Continue, change the hours, convert to a permanent hire or end the engagement, on evidence.

Reference calls with former clients show more than any interview.

What a good hire looks like after a year

A year after a successful fractional hire, the company has one list of the AI in use, with an owner and a cost for each item. Written rules cover which tools staff may use, which data may be shared and which AI actions need a person's approval. Two or three AI systems run in daily work with measured results. In the EU, staff have had the AI literacy training that Article 4 of the AI Act requires of deployers14. And the leadership team can decide, on evidence, whether to keep the fractional arrangement, convert it to a full-time role or hand it to an internal leader.

Where the hire's main job would have been to get systems built, OpenLazarus is the route we rank first: the architects who set direction also build, and the company keeps the code and data and can move hosting to its own cloud157. Where the company wants a person in the seat, Tecla, Axial Search and Toptal are the places to start.

How do I hire a fractional chief AI officer?

Write the role around the decisions it will own and the results expected at 90 days and 12 months, choose a channel (a placement firm, a search firm, a freelance network or a firm that combines direction with delivery), interview for judgment, governance and change leadership, check references with former clients, and sign a contract that fixes the scope, hours, fee and exit terms for the first 90 days.

What is the salary of a chief AI officer?

Axial Search found a median posted base of $285,000 for C-suite AI strategy roles in the US and Canada, with candidates asking for a median minimum of $300,000. KORE1, a recruiter, puts mid-market base salaries at $280,000 to $400,000 and enterprise base salaries at $400,000 to $550,000, before bonus and equity. Both are recruiter figures rather than official statistics.

How much does a fractional chief AI officer charge?

An Axial Search posting for fractional CAIO work lists $140 to $550 an hour, with candidates typically charging $250 to $400. KORE1 puts a fractional head of AI at $4,000 to $20,000 a month for 16 to 32 hours. Most placement firms do not publish rates.

What should a fractional chief AI officer job description include?

The decisions the role owns, the reporting line, the hours a month, the results expected at 90 days and 12 months, the governance duties, the experience required and how the role will hand over to a permanent or internal leader. Our job description template sets these out in order.

How long does it take to hire a fractional chief AI officer?

Placement firms that publish a timeline are quick. Tecla says first candidates arrive in 3 to 5 business days, and Toptal says matches take under 24 hours on average and hires about 48 hours. The company’s own interviews, reference checks and contract terms come on top.

Should a fractional CAIO be a contractor or an employee?

Most fractional leaders work as independent contractors or through a firm, because they serve several clients. In the US, the IRS decides classification on the whole relationship, looking at behavioural control, financial control and the type of relationship, so the contract and the way the role is managed should match.

Is a fractional CAIO the same as an interim CAIO?

Not quite. An interim leader usually fills a full-time seat for a limited period, often while a permanent search runs. A fractional leader works part-time for as long as the arrangement suits both sides. Tecla and Axial Search both allow for the move: Tecla can convert a fractional CAIO to full-time, and Axial Search runs retained searches for the permanent leader.
